Rationale:
|
RFP 420-19-10 for the subject project was issued on May 8, 2019 to the 5 firms who were awarded requirements contracts via Resolution 17.5 at the January 20, 2016 meeting. Responses were received from 4 firms on May 31, 2019 ranging up to $521,172.00. As result of the examination of the responses, it was determined that E&R would be the best firm suited for this project and happens to be the lowest priced at $400,000. This resolution will assign only five of the seven tasks as delineated in the RFP up to the point of the procurement of a building permit for a fee up to $280,000.00. The final two phases for post permit work, Bidding & Negotiation and Construction Administration at a cost of $120,000.00 will be awarded at a later date under separate resolution. This will most likely be in the fall of 2020. The funding for the construction, roughly $5.5M will be also be fully funded at that time via future bond sales. Overall cost of CIP 10875 is estimated at $5,500,00.00. Work is anticipated to take two years and commence in the spring of 2021. The scope of work is to include but is not necessarily limited to: roofing, new heat plant & controls, windows, (select case work, shades, AC) new ADA elevator, hi tech security, re-built toilet rooms, other interior finishes and requisite hazardous materials abatement.

Ladies and Gentlemen: WHEREAS: under Resolution 17.5 at the stated meeting on January 20, 2016, the Board of Education authorized the award of a requirements based, professional Architectural/Engineering services contract to Eisenbach & Ruhnke Engineering, P.C. in response to District RFQ313 “Architectural & Engineering Services for the School Facilities Management Department” for an amount not to exceed $1 million, and WHEREAS: architectural and/or engineering services as specified under Contract 617107 are required for Task CIP 10875 “Roof, Heating Plant & Window Replacement and Interior Upgrades” at Martin Luther King Jr., and WHEREAS: two phases of the assigned task under this assignment; Bidding & Negotiations and Construction Administration are not required for approximately one year and can be deferred until required, and WHEREAS: the response by Eisenbach & Ruhnke Engineering, P.C. to request for proposals RFP 420-19-10 issued by the Facilities Department was deemed most advantageous to the District with assignment of select services at a cost of $400,000.00, and WHEREAS: the cost for certain services as entailed in RFP 420-19-10 such as Bidding & Negotiations and Construction Administration and the associated costs of $120,000.00 are best deferred until bids are received, and NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to appoint Eisenbach & Ruhnke Engineering, P.C., 291 Genessee Street, Utica, NY 13501 to the task of providing professional Architectural/Engineering services for CIP 10875 “Roof, Heating Plant & Window Replacement and Interior Upgrades” at Martin Luther King Jr. School RFP 420-19-10 under an existing Requirements Contract 619182 to Eisenbach & Ruhnke Engineering, P.C., in the amount of $280,000.00 for 1095 calendar days.
