Rationale:
|
This is to award the subject contract per the attached emergency declaration issued by the Superintendent on August 16, 2019. Bidding requirements can be waived under an emergency declaration however in this case the work was let out to a limited number of known vendors. Milcon responded with a proposal for $67,900.00.which was judged to be too high. A fax quote request was subsequently issued by purchasing and only J. Salvatore & Sons, Inc. responded with a bid of $46,750.00
Salvatore will be required to replace the entire roof system over the breezeway including a portion of the failed structural decking.
The cost proposed in the emergency declaration was $20,000 based on the early indications that this roof could be repaired or only partially replaced. However upon further inspection it soon became apparent that this is not the case and that more structural problems are present.

Ladies and Gentlemen:
WHEREAS: An Emergency Declaration was issued on August 16, 2019 for “Damaged Breezeway Roof” at Hawthorne/Pearls School, and
WHEREAS such task requires the services of a professional roofing firm, and
WHEREAS: RFQ 2019-HawRR was issued to select vendors by City of Yonkers Purchasing Department on September 3, 2019 and
WHEREAS: J. Salvatore & Sons, Inc. submitted the lowest of two bids received on September 9, 2019 in the amount of $46,750.00.
NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to award contract for CIP10869 “Replace Damaged Breezeway Roof” at Hawthorne/PEARLS School under an emergency declaration to J. Salvatore & Sons, Inc. 1187 Yonkers Avenue, Yonkers, NY, 10704.for an amount not to exceed $46,750.00 for a term of 180 calendar days.
