Rationale: RFP 420-19-20 for the subject project was issued on September 9, 2019 to the five A/E firms currently under requirements contracts with the District. Responses were opened on September 23. Only GPI and Fuller and D’Angelo (F&D) submitted responses. F&D was lower priced proposer, is better suited to this particular project and is hereby being recommended for this task at a fee of $107,000.00, including $50,000 for District authorized reimbursable expenses such as inspection equipment, sampling and testing. GPI submitted a proposal for $127,000.00 including the $50,000 for reimbursable expenses.

Overall cost of CIP 10882 is estimated at $800,000 and will include the upgrade or replacement of the third floor fire escape and the installation of an ADA compliant second means of egress from the cafeteria to the street. Funding permitting, the work is anticipated to take commence in the spring of 2021.

The services that F&D will provide include but are not limited to: review existing drawings and survey the school infrastructure and to confirm existing conditions, confirm the scope of work and develop a project budget, prepare construction documents and specifications for procurement of a building permit from the NY State Education Department, issuance of construction documents for public bid and provide the District with construction administration services.

Resolution: Ladies and Gentlemen:

WHEREAS: under Resolution 17.5 at the stated meeting on January 20, 2016, the Board of Education authorized the award of a requirements based, professional Architectural/Engineering services contract to Fuller and D’Angelo Architects and Planners in response to District RFQ313 “Architectural & Engineering Services for the School Facilities Management Department” for an amount not to exceed $1 million, and

WHEREAS: architectural and/or engineering services as specified under Contract 617108 are required for CAPITAL 10882 “Cafeteria & 3rd Floor Emergency Egress Improvements”, and

WHEREAS: the response by F&D to RFP 420-19-20 issued by the Facilities Department to was deemed to be most advantageous to the District with assignment of select services at a cost not to exceed $107,000.00.

NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to assign Fuller and D’Angelo, P.C. Architects and Planners, 45 Knollwood Road, Elmsford, New York 10523 to the task of providing professional Architectural/Engineering services for capital project CIP 10882 “Cafeteria & 3rd Floor Emergency Egress Improvements” at Rosemarie Ann Siragusa School 14 via RFP 420-19-20 under Requirements Contract 617108 to Fuller and D’Angelo, P.C., Architects in the amount of $107,000 for a term of 730 calendar days.
