Rationale:
|
This resolution is to grant the administration the authority to enter into contract as described above. In compliance with General Municipal Law 103, bids were let and opened in public March 13, 2019. Bids were examined and all due diligence observed in determining the lowest responsive and responsible bidder.
A total of 3 bids were received with the highest bid at $654,047 and average bid of $505,826. The work was designed by Greenman-Pedersen, Inc. who estimated Contract 3 work be $386,100.
The first low bidder Hi-Tech Air Conditioning was deemed non-responsive by City of Yonkers Purchasing Department. After interviewing the second low bidder and confirming that they understood the scope of work, bids were found to be correct and have performed acceptably on YPS projects, the YPS, Engineer, Construction Manager and Schools Facilities Management are recommending award of this project to Mengler Mechanical, Inc. for the amount of $537,700.00, including bid Alternate 1.
Mengler Mechanical, Inc. originally submitted a bid in the amount of $566,000.00 (including Alternate 1) and were able to offer a concession for the HVAC Contract bid, reducing their bid (including Alternate 1) to $537,700.00.
CONTRACT 3 of 5, HVAC includes the replacement of exhaust fans, unit ventilators & alterations to heating piping for the gymnasium, cafeteria select toilet rooms.
Overall, CIP10813 includes but is not be limited to: new window & shades, select exterior door replacement, new PA system, cafeteria and select toilet room renovation, new high tech security system; exterior building lighting improvements; site improvements, gym HVAC & lighting and requisite asbestos abatement. The overall cost of this project is roughly $5 million.
The original bid included alternates for further renovation of the gymnasium including drainage, flooring, lighting, paint, wall padding and gym equipment. These alternates were rejected because they are beyond the reach of current budgeting.
