This resolution is to grant the administration the authority to enter into the subject contract as per the attached emergency declaration issued by the Superintendent on March 15, 2018. While bids are not required under an emergency declaration, request for bids were issued to four known vendors on April 27, 2018. Bids were opened in public and read aloud on May 16, 2018. Only one bid was received; from American Petroleum Equipment & Construction Co., Inc. Their bid was examined and all due diligence was observed in determining that American Petroleum Equipment & Construction Co., Inc. is a responsive and responsible bidder with recent successful completion of a District capital project. The work was designed by Fuller & D’Angelo, PC (F&D) who provided a letter of recommendation to award. The project scope of work includes but is not limited to removal and replacement of existing 15,000-gallon, 34-year old, deteriorated underground oil storage tank with a new 10,000-gallon tank, connecting piping, fuel pump and site restoration. Construction is anticipated to commence on or about August 1, 2018 with work continuing through October. During the school year all work will be done after school hours.
