Rationale:
|
This resolution is to grant the administration the authority to enter into contract as described above. In compliance with General Municipal Law 103, this contract was let for public and bids were opened in public and read aloud on February 15, 2019. Bids were examined and all due diligence observed in determining the lowest responsive and responsible bidder.
A total of 3 bids were received with the highest bid at $412,027 and average bid of $346,278. The work was designed by Eisenbach & Ruhnke Engineering, P.C. who estimated Contract 3 work be $340,000.
The first low bidder Joe Lombardo Plumbing & Heating of Rockland, Inc. was deemed non-responsive due to a mathematical error in their bid. After interviewing Mengler, the second low bidder and confirming that they understood the scope of work, bids were found to be correct, and the firm had beneficial work history with the district, E&R Engineering, Savin Engineers and this department are recommending award of the subject contract.
Mengler originally submitted a bid of $410,750.00 and after confirming they were the responsive bidder for the HVAC Contract they realized operational efficiencies could be gained and were able to offer a concession for the Plumbing Contract bid, reducing their bid to $350,000.00.
CONTRACT 3 of 4, PLUMBING includes but not limited to performing all plumbing alterations associated with the replacement of the boiler plant, removal of the underground fuel oil storage tank, and gas utility upgrades inside the school. Under the Emergency Declaration for CIP 10815, 10816 & 10851 for Plumbing Gas Conversions the Con-Edison and site gas utility upgrades is being performed by Sun-Dance Energy Contractors.
The overall scope of work for CIP10816 includes four separate construction contracts which include but is not necessarily limited to replacement of the boiler heat plant, unit ventilators, exhaust fans, HVAC controls, natural gas supply line, exterior lighting controls, removal of existing underground fuel oil storage tank, library renovation and any related asbestos abatement work. The estimated cost for this work is $3.1 million and the actual four construction contracts to be recommended for award totals $2.84 million.
