Rationale:
|
This resolution is to grant the administration the authority to enter into contract as described above. In compliance with General Municipal Law 103, this contract was let for public and bids were opened in public and read aloud on May 4, 2018. Bids were examined and all due diligence observed in determining the lowest responsive and responsible bidder. The work was designed by Watsky Associates.
A total of 7 bids were received .The first apparent low bidder at $136,000, Sky Rise Inc., informed the District that it had made a mistake in their calculations and were permitted to withdraw their bid.
The responsive low bids ranged from $170,100.00 up to $446,000.00 with an average and bid of $241,014.25, excluding add-on alternates.
The prices bid for the work at Saunders are significantly higher than the engineer’s estimates. The work at Saunders is being deleted from this bid because low bid price at $54,700 far exceeds the value of the work, the work can be added to another roofing project at Saunders for 2019 construction and this problem area can be managed until then.
The price for the work at School 17 is more in line with the engineer’s estimate, has a greater impact on the building and does not have any similar work planned for the near future so it is recommend that it proceed for this summer.
Milcon was interviewed and all due diligence was taken to verify that they met the specified experience requirements, were comfortable with the work and their bid.
Overall, CIP 10821 provides for a select roof and masonry repair at School 17, and CIP 10822 provides for the replacement of the roof above the vestibule at Saunders High School.

WHEREAS: bids were issued for public advertisement and opened on May 4, 2018, in compliance with General Municipal Law for Bid No. 6276, “Roof and Masonry Repairs ”
CIP10821 & 10822, at School 17 and Saunders High School, and
WHEREAS: such bids were duly examined and as a result of this examination of the bids the work entailed at CIP10822 Saunders High is being deleted from this contract, and
WHEREAS: the apparent low bidder, Sky Rise, Inc., withdrew their bid due to clerical mathematical errors, and
WHEREAS: the administration has determined that Milcon Construction Corp., is the lowest responsive and responsible bidder with a bid of $110,400.00 for the base bid at CIP 10821 School 17, only and
NOW THEREFORE BE IT RESOLVED: that Bid No. 6276, “Roof and Masonry Repairs”, at
School 17 and Saunders High School, to Milcon Construction Corp., 142 Dale Street, W. Babylon, NY 11704, in an amount not to exceed $110,400.00, for a term of 365 calendar days.
