Rationale:
|
Via Resolution 17.5 at their stated meeting on January 20, 2016 the Board of Trustees awarded a requirements contract to Greenman Pedersen, Inc. (GPI) for an amount not to exceed $1 million. This resolution is to assign the following specific capital work under that contract.
Via Resolution 19.14 at their stated meeting on May 18, 2016 the Board of Trustees authorized the assignment of the above subject task to GPI.
This resolution is to authorize the amendment of the fee for that task to correct mathematical errors in GPI’s original proposal. This was agreed to in July of 2016 but the resolution and was inadvertently omitted from submission to the Board agendas in the interim.
GPI’s original proposal was demonstrated not have included standard multipliers and a prescribed roofing consultant fee. Once these errors were shown clearly and the final negotiations completed the revised proposed price remained the substantially lower than all other proposers.
Most of the tasks assigned to GPI are completed and the construction is nearing completion as well. Closeout paperwork will continue until the end of calendar year 2019, a year longer later than anticipated in the original RFP.
This project includes but is not limited to building improvements such as: new roof, replace all windows and exterior doors, install new high tech security, select sidewalk, site fencing and interior finishes reconstruction. Project cost is roughly $4.5 million.

Ladies and Gentlemen:
WHEREAS: under Resolution 17.5 at the stated meeting on January 20, 2016, the Board of Education authorized the award of a requirements based, professional Architectural/Engineering services contract to Greenman – Pedersen, Inc. in response to District RFQ313 “Architectural & Engineering Services for the School Facilities Management Department” for an amount not to exceed $1 million, and
WHEREAS: work as defined under that contract is required for CIP10746 “Reconstruction of Portions of the Building Envelope, Interior Finishes and Site Work” at SCHOOL 25, and
WHEREAS: the response by Greenman Pedersen, Inc. to the request for proposals issued by the Facilities Department was deemed most advantageous to the District at a cost not to exceed $247,500.00, and
WHEREAS: it has been established to the satisfaction of both parties that an error in the calculation of the proposed fees had caused GPI to submit an erroneous proposal, and
WHEREAS: it has been demonstrated that this error was clerical and that the revised amount, after further negotiation, at $291,441.00 was still the lowest fee of all five proposers and the best option available.
NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to amend this assignment under Contract 617109 with Greenman–Pedersen, Inc., 400 Rella Boulevard, Suite 2017, Montebello, NY, 10901 for professional Architectural/Engineering with CIP10746 “Reconstruction of Portions of the Building Envelope, Interior Finishes and Site Work” at SCHOOL 25 in the amount of $43,941.00 revised assignment amount to $291,441.00 and extending the term by 365 calendar days.
