Rationale: This resolution is to grant the administration the authority to enter into contract as described above. In compliance with General Municipal Law 103, bids were let and opened in public April 17, 2019, re-bid and opened in public on May 31, 2019 and re-bid again and opened in public June 28, 2019. Bids were examined and all due diligence observed in determining the lowest responsive and responsible bidder.

Only 2 bids were received for the GC Site & Interior Contract 1 bid 6369B. The next bidder Mengler Mechanical, Inc. had a bid in the amount of $2,262,000. The work was designed by KG&D Architects.

After interviewing the apparent low bidder and confirming that they understood the scope of work and bids were found to be correct KG&D, Savin Engineers, and Schools Facilities Management are recommending the award of the subject contract.

CONTRACT 1 of 5, GENERAL CONSTRUCTION SITE & INTERIOR Site work includes excavation and restoration for the gas upgrades and underground fuel oil storage tank removal. Interior work includes: select hallway ceilings, extensive cutting, patching and filling for HVAC & plumbing work abate and replace select VAT flooring and requisite asbestos abatement related to the above scope of work.

Overall CIP 10815 scope of work includes but is not limited to a new heat plant, HVAC upgrades, select hallway ceiling & light replacement, removal of underground fuel oil storage tank, new gas supply upgrades and requisite asbestos abatement.

The project was originally budgeted to $2.9 million and will require a revised budget of $5.5 million. The increase in budget is primarily a result of added scope of work during design which included air-conditioning administration offices, new domestic water heater, toilet room exhaust systems, additional hallway ceilings & lights for concealing new heating piping, code minimum fire alarm upgrades, Con-Ed directed changes to site gas service and building piping and added abatement of asbestos containing building materials.

WHEREAS: bids were issued for public advertisement and opened on June 28, 2019 in compliance with General Municipal Law for Bid No. 6369B GENERAL CONSTRUCTION SITE & INTERIOR Work, CONTRACT 1 OF 5 for the “Boiler Heater Plant Upgrades” at Patricia DiChiaro School 8 Project No. 10815, and

WHEREAS: such bids were duly examined and as a result of this examination of the bids submitted, the administration has determined that to APS Contracting, Inc. is the lowest responsive and responsible bidder with a bid of $1,980,000.00.

NOW THEREFORE BE IT RESOLVED: that Bid No. 6369B GENERAL CONSTRUCTION SITE & INTERIOR Work, CONTRACT 1 OF 5, for Project No. 10815 “Boiler Heater Plant Upgrades” at Patricia DiChiaro School 8 Project to APS Contracting, Inc., 155-61 Pennsylvania Ave., Paterson, NJ, 07503 in an amount not to exceed $1,980,000.00 for a term of 518 calendar days.
