Rationale:

AWARD of a CAPITAL FUND Construction Contract under and Emergency Declaration for CIP 10849 “ROOF REPLACEMENT & INTERIOR RESTORATIONS” at Paideia School #15 to NSC Abatement Services, Inc., in an amount not to exceed $800,000.00. Term is for 365 calendar days.
This is to award a general construction contract as referenced above as per the attached emergency declaration issued by the Superintendent on October 4, 2018. Bids are not required under an emergency declaration.
NSC Abatement Services, Inc., was selected by the Facilities Department because of their more than satisfactory history with the District. NSC is retained to identify and replace water damaged interior finishes, pipe & duct insulation, fire proofing and perform supporting general carpentry to insure a dry, mold free school. NSC is also prime contractor to upgrade the existing HVAC system controls, fans, coils, and valves to keep humidity controlled and heat balanced.
FOCUS POPULATION: The stakeholders of the Paideia School #15.
ASSESSMENT PROCESS: School Facilities Management and Fuller & D’Angelo Architects as construction managers will be inspecting the contractor’s work and monitoring the construction schedule through on-site inspections, daily progress meetings and record keeping.
PERSON ADMINISTERING CONTRACT: John P. Carr, P.E., Executive Director of School Facilities Management Department.

Ladies and Gentlemen;
WHEREAS: An Emergency Declaration was issued on October 4, 2018 for Paideia School #15 “ROOF REPLACEMENT & INTERIOR RESTORATIONS” and
WHEREAS: Under this emergency declaration the District solicited general construction work for the prompt replacement of water and/or mold damaged interior finishes, non-function HVAC systems, and related work, and
WHEREAS: NSC Abatement Services Inc., indicated that they were capable and ready to make such emergency repairs, and
WHEREAS: The District has a substantial successful history with NSC Abatement Services Inc., and
WHEREAS: NSC Abatement Services Inc., has indicated that the cost to the District of the work calculated and negotiated to date is not to exceed $800,000.00,
NOW THEREFORE BE IT RESOLVED: that the Superintendent of Schools is hereby authorized to award the above contract to NSC Abatement Services Inc., 122 East Third Street, Mount Vernon, NY 10550 for an amount not to exceed $800,000.00 for a term of 365 calendar days.
