Rationale: The update was assigned to KG&D Architects via Board Item 18.9 on February 27, 2019 for a fee of $28,500.00. Programming and cost estimating assistance was provided by Savin Engineers via separate Board resolution at this meeting for a fee not to exceed $21,000.00.

It is a 4 phase roughly 20 year long range plan for the reconfiguration of the YPS physical plant. This will include but not necessarily be limited to: 3 new PreK-8 schools and a new Gorton High school, various additions, reconfigurations (including possible de-commissioning) and infrastructure upgrades at the remainder of the schools.

The intent of the adoption is to permit the promulgation of the YEFP to authoritative agencies in order to commence the active phase of rebuilding the District. The plan is to be the basis for the work to be undertaken by the Yonkers Joint Schools Construction Board as authorized under the 2016 legislation “Yonkers City School District Schools Construction and Modernization Act” to implement the plan.

Other benefits of the YEFP will include but are not necessarily limited to:
1. It will increase the efficacy of the allocation of capital funds.
2. Be a base for discussions with lawmakers regarding future funding.
3. Provide a road map for future improvements.
4. Consolidate the ideas and requirements of the various departments into one plan.
5. Serve as the 5 Year Capital Plan for 2019

The YEFP is to be considered a “living document” that will be amended as required to meet the needs of the District. It is considered a starting point from which final determinations will eventually be derived.

The creation of this plan was promoted by the New York State Education Department as the first step required in the process to create a modern system that provides a quality 21st Century education for the children on Yonkers.

WHEREAS Yonkers Public Schools commissioned KG&D Architects to create a long range educational facilities plan via Board Report No. 5.2 dated February 8, 2011 and

WHEREAS the plan dated November 4, 2011 was adopted by the Board of Trustees via Board Item 13.1 on December 14, 2011, and

WHEREAS the plan was updated and dated November 12, 2013 to reflect District directed changes to the implementation phasing and adopted by the Board of Trustees via Board Item 5.1 on February 4, 2014, and

WHEREAS the plan was further updated and dated July 22, 2015 and the base information provided to the Savin Engineers to be used for a joint report dated April 19, 2017 and adopted by the board of Trustees via Board Item 17.11 on April 19, 2017, and

WHEREAS the plan has been updated and dated July 11, 2019 to reflect changes in legislation and the availability of sites for schools not anticipated in earlier plans editions.

WHEREAS the report is to be used to engage the support of City, County and State entities in the pursuit by the District to completely re-build its infrastructure to meet the requirements of a 21 Century School District.

NOW THEREFORE BE IT RESOLVED: That the Educational Facilities Plan by KG&D Architects, dated July 11, 2019 is hereby adopted by the Board of Trustees for the uses intended.

AND BE IT FURTHER RESOLVED: That the Superintendent of Schools is hereby authorized to issue and utilize this report per his discretion for furtherance of long range planning, financing and construction to re-build the infrastructure of the District to meet this goal.
