18.11 AWARD of a CAPITAL FUND Construction Contract under and Emergency Declaration for CIP 10805 “RESTORATION OF FIRE DAMAGE to MAIN OFFICE SUITE” at Saunders High to Pearl River Plumbing Heating & Electric, Inc. (d/b/a Bertussi’s), in an amount not to exceed $2,533,372.93. Term is for 240 calendar days.

Rationale:
|
This is to award a general construction contract as referenced above as per the attached emergency declaration issued by the Superintendent on March 6, 2017. Bids are not required under an emergency declaration. However, bids were garnered for “base work” documented and quantified by Traveler’s Insurance. This base work was a starting point dollar-wise for returning all the office framing, sheetrock, flooring, ceilings, electric, etc. to its original construction materials and layout. Bid documents were issued to five known BOE contractors. Bertussi’s was selected by the Facilities Department because of their price and more than satisfactory history with the District. Another bidder came in higher and three contactors declined to participate. On May 26, 2017, Bertussi’s occupied the site and began work on a time and material and negotiated lump sum basis for certain tasks and has been working as needed to allow the school to re-occupy the restored and renovated office space by the end of September. The initial engineer’s estimate for the entire project was $3.5 million. However, the overall project final cost is closer to $3.0 million. This amount, minus insurance payments to date (negotiations continue) of $800,000 yields an SED aidable sum of $2,200,000.00. The current aid ration is roughly 0.70 which yields an approximate local share of $660,000.00. The actual final cost for Bertussi is $2,533,372.93 which is the accepted value of completed work.

Ladies and Gentlemen; WHEREAS: An Emergency Declaration was issued on March 6, 2017 for Saunders Trades & Technical High School, 183 Palmer Road, FIRE DAMAGE REMEDIATION, and WHEREAS: Under this emergency declaration the District solicited general construction work for the prompt repair of the fire damaged and/or other diminished building features, and WHEREAS: Pearl River Plumbing Heating & Electric, Inc. (d/b/a Bertussi’s) indicated that they were capable and ready to make such improvements in the shortest time frame, certifying that the main office suite shall be re-opened by mid-September 2017, and WHEREAS: the District has a substantial successful history with Pearl River Plumbing Heating & Electric, Inc. (d/b/a Bertussi’s), and WHEREAS: Pearl River Plumbing Heating & Electric, Inc. (d/b/a Bertussi’s), has indicated that the cost to the District of the work calculated and negotiated to date is not to exceed $ 2,533,372.93, NOW THEREFORE BE IT RESOLVED: that the Superintendent of Schools is hereby authorized to award the above contract to Pearl River Plumbing Heating & Electric, Inc. (d/b/a Bertussi’s), 60-70 Dexter Plaza, Pearl River, NY 10965 in an amount not to exceed $ 2,533,372.93 for a term of 240 calendar days.
