Rationale:
|
Via Resolution 17.7 at their stated meeting on March 16, 2016 the Board of Trustees awarded a requirements contract to Savin Engineers for construction management services for an amount not to exceed $1 million. This resolution is to assign the following specific capital work under that contract. The YPS issued RFP-364 in September 2017 to garner candidates for future capital project construction managers. There were four responders. Only two had the requisite experience with the SED. Of these Savin presented the best price and experience levels and is already engaged by the District under the above mentioned contract. Therefore, Savin will be assigned the tasks described herein under their existing requirements contract which expires in April 30, 2018. This contract will be renewed per the agreement for another 12 months under mutual agreement to do so at that time. The CM will handle all construction related tasks on the behalf of the District for the capital improvement projects listed below per their response to RFP 364. This includes but is not limited to: design, budget, constructability, scheduling and cost estimate review of work in design and on-site inspection, progress control & reporting of work under construction. This assignment will provide CM coverage for four projects (DASNY funded) slated for construction this summer with total construction costs of approximately $14.8 million: • 10745 School 24 Building Envelope, Interior & Site Work • 10746 School 25 Building Envelope, Interior & Site Work • 10742 Roosevelt High School, Building Envelope, Interior & Athletic Field Site Work • 10809 Enrico Fermi School 109 Oak Street Play Area A request for proposals, RFP-364, was issued by the City of Yonkers Purchasing Department and opened October 20, 2017. There were a total of four (4) proposers with CM fees ranging from 4.3% to 18.3% of the proposed project costs. Savin Engineers, PC has been selected via their response, their history of acceptable performance with the District and the lowest average fee proposal at 4.3% of the total project cost. The remaining capital projects listed in RFP-364 will be recommended for award under a separate assignment to Savin when the projects become funded and biddable. Ladies and Gentlemen: WHEREAS: under Resolution 17.7 at the stated meeting on March 16, 2016, the Board of Education authorized the award of a requirements based, professional Construction Management services contract to Savin Engineers in response to District RFQ315 “Construction Management Services for the School Facilities Management Department” for an amount not to exceed $1 million, and WHEREAS: work as defined under that contract is required for Capital Improvement Projects 10742, 10745, 10746 and 10809, and WHEREAS: the response by Savin Engineers to request for proposal RFP-364 issued by the Facilities Department to provide construction management services to the above capital projects was deemed most advantageous to the District at a cost not to exceed $650,340.00. NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to assign Savin Engineers, P.C., 3 Campus Drive, Pleasantville, NY 10570, to the task of providing professional Construction Management services for capital projects 10742, 10745, 10746 and 10809 at a cost not to exceed $650,340.00 for a term of 365 calendar days
