Rationale:

This to award the Environmental Consulting Service required for the Emergency Declaration date March 15, 2018 for the above referenced tank replacement. Via Resolution 17.6 at their stated meeting on March 16, 2016 the Board of Trustees awarded requirements contract to Adelaide Environmental Health Associates, Inc. (Adelaide) for an amount now totaling and not to exceed $1.0. Today’s resolution is to assign the following specific capital work under that contract. Adelaide will be providing the environmental asbestos related surveys, testing, permitting and bid documents, construction administration and project monitoring for the PS-17 Emergency Underground Fuel Oil Storage Tank Replacement. This Task was not issued for RFP due to the emergency declaration, project size, specific scope and the need for speed on this project. This tank failed the annual Westchester County Department of Health (WCDOH) testing protocols. Further inspection indicate the tank is no longer serviceable and needs to be replaced. Ancillary work includes but is not limited to new tank, remote fill, pump set and electronic tank monitoring system along with soil remediation (if required) and related site restoration. It is anticipated that the total cost of the entire project will be roughly $400,000 barring unforeseen or extensive quantities of contaminated soils. The new tank is required to have been installed and fully functional by mid-September 2018.

Ladies and Gentlemen: WHEREAS: under Resolution 17.6 at the stated meeting on March 16, 2016, the Board of Education authorized the award of requirements based, Environmental Consulting Services Contract No. 618520 contract to Adelaide Environmental Health Associates, Inc. in response to District RFQ317 “Environmental Consulting Services for the School Facilities Management Department” for an amount not to exceed $1 million, and WHEREAS: work as defined under that contract is required for the capital project 10830 “Replacement of the Underground Fuel Oil Storage Tank System” at School 17, and WHEREAS: the response by Adelaide to a request for a proposal issued by the Facilities Department to deemed most advantageous to the District at a cost not to exceed $16,725.00 NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to appoint Adelaide Environmental Health Associates, Inc., 1511 Route 22, Suite C24, Brewster, NY 10509 to the task of providing professional Environmental Consulting Services for CIP10830 “Replacement of the Underground Fuel Oil Storage Tank System” at School 17 under Contract 618520 in an amount not to exceed $16,725.00. Term is for 365 calendar days.
