This Change Order consists of COP-2-A, B, C & D and is required for owner directed extra work. Item COP-3-A & B is a result of reassigning the general construction work for the replacement of the Boiler & HVAC systems which was to be performed by the General Construction Contractor (Contract 1) to be performed by the HVAC Contractor (Contract 2). After notice to proceeds were issued to all 4 contracts for CIP 10816 the General Construction contractor requested to be released from the bid and declined in performing the work. Due to a late recommendation of award and not being able to man the required resources to complete the general construction work, the remaining 2nd low bidder had to decline the work. To avoid delay change orders from the HVAC, Plumbing and Electrical contractors for postponing work to the summer of 2020 and risking a breakdown of the old boilers during this coming heating season, School Facilities Management recommended the Plumbing contractor perform only the general construction Contract 1 work necessary for the completion the Plumbing contract work. Item COP-3-A included performing the asbestos abatement of sheetrock walls and ceilings required for installation of the new gas piping and COP-3-B included performing all gas plumbing site work. These items of work are in the amount of $87,168.00. Item COP-3-C is a result of a design change from Con-Edison and Engineer & School Facilities Management. After bids Con-Ed issued a change directive requiring the plumbing contractor to install a gas booster system. Upon receiving the change directive from Con-Ed and having concerns for not getting gas at the site in time for the heating season, the Engineer & School Facilities Management recommended the boiler design be changed from all gas to dual fuel oil & gas capability. COP-3-C is for CREDIT in the amount $69,787.00, and includes $71,982.00 for the new gas booster and new fuel pumps and CREDIT in the amount $141,769.00 for deleting base bid fuel oil tank removal work and contract unit price bid items 1 thru 7 for varying scopes of work for temporary propane and oil tank removal. The new dual fuel high efficiency boilers will run primarily on gas and on oil in the event the building heating load cannot be met, or there is shortage, or no gas and or failure of the gas booster pump. The total value of all extra work is in the amount of $17,381.00 and less the contract contingency of $10,000.00 a balance change order of $7,381.00 is required.

Ladies and Gentlemen: WHEREAS by Resolution Board Item No. 20.17 at the Board of Trustees stated meeting on April 24,2019, contract No. 2019-00000808 was recommended for award to Mengler Mechanical, Inc., 1689 Route 22, Brewster, NY 10509 and, WHEREAS: in the course of executing the contracted work it was determined that additional work is required to be performed to complete the project in the amount of , increasing the overall cost of the contract from $350,000.00 to $357,381.00. NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to issue Change Order 1 to contract No. 2019-00000808, HVAC WORK, Contract 2, CIP10816 “Boiler System Replacement and Asbestos Abatement” at School 9 to Mengler Mechanical, Inc. for the amount of $7,381.00, increasing the overall cost of the contract from $350,000.00 to $357,381.00..
