Rationale:
|
This resolution is to grant the administration the authority to enter into contract as described above. In compliance with General Municipal Law 103, this contract was let for public and bids were opened in public and read aloud on October 6, 2017. Bids were examined and all due diligence observed in determining the lowest responsive and responsible bidder.
A total of 4 bids were received (including alternate 1) ranging up to $1,626,000 and averaging $1,071,550. The work was designed by Sammel Architecture, PLLC who estimated it to be over $1M.
Milcon's bid includes Alternate 1. Base bid $787,000 plus Alt-1 of $11,200 is $798,200.
This project was authorized to be $3.575M (pending DASNY funding). The bids came in within budget and under the overall project estimate for construction. Therefore the bid-alternate was accepted for each trade bid for this project where applicable.
Milcon was interviewed and all due diligence was taken to verify that they met the specified experience requirements, were comfortable with the work and their bid. Sammel Architects and the department recommend award of this contract to Milcon as the confirmed lowest responsive and responsible bidder.
Overall, CIP CIP10745 provides for a new roof, repointed masonry, new exterior doors, new high tech security, relocation of the main office, lighting upgrades, miscellaneous sidewalk & drainage improvements and miscellaneous plaster and paint.
Contract 1 of 5, GENERAL CONSTRUCTION ROOF & MASONRY WORK includes the removal of multiple layers of EPDM & Modified Bitumen Roofing and installation of new EPDM roofing and related flashing at flat roofs in addition to masonry restoration which includes but not limited to brick replacement, repointing, stucco repair, lintel replacement and caulking; and related abatement.
