Rationale: Via Resolution 17.7 at the stated meeting on March 16, 2016 the Board of Trustees awarded requirements contract 618507 to Savin Engineers for construction management services for an amount not to exceed $1 million and amended via Resolution 22.31 at the stated meeting on June 19, 2018 increasing the contract to $2,000,000 and extending the term for an additional 12 months. This contract is being amended under separate resolution at the November stated meeting increasing the contract to $3,000,000 and extending the term from April 30, 2019 to April 30, 2020.

This assignment is for Savin to provide CM for the removal and remediation of the failed underground fuel oil storage tank (CIP 10833) and conversion of the schools boilers from oil to Con-Ed natural gas (CIP 10851). This will include but is not limited to construction coordination, inspection, cost estimating, scheduling and sign-offs on all aspects of the project between owner, architect, environmental consultant, Con-Ed, and general contractor.

This Task was not issued for multi firm RFP due to the emergency declaration, project size, specific scope and the need for speed on this project. It is anticipated that the total cost of the entire project will be roughly $400,000.

Resolution: Ladies and Gentlemen:

WHEREAS: under Resolution 17.7 at the stated meeting on March 16, 2016, the Board of Education authorized the award of a requirements based, professional Construction Management services contract to Savin Engineers in response to District RFQ315 “Construction Management Services for the School Facilities Management Department” for an amount not to exceed $1 million, and

WHEREAS: a second amendment was issued under Resolution 22.31 at the stated meeting on June 19, 2018 increasing the contract to $2,000,000 and extending the term for an additional 12 months; and

WHEREAS: work as defined under that contract is required for capital project CIP 10833 Under Emergency Declaration for “REPLACEMENT OF THE UNDERGROUND FUEL OIL STORAGE TANK SYSTEM” and at Roosevelt High School, and

WHEREAS: the response by Savin Engineers to a request for a proposal issued by the Facilities Department to was deemed most advantageous to the District at a cost not to exceed $37,500.00, and

NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to appoint Savin Engineers, P.C., 3 Campus Drive, Pleasantville, NY 10570, to the task of providing professional Construction Management services for capital project CIP 10833 Under Emergency Declaration for “REPLACEMENT OF THE UNDERGROUND FUEL OIL STORAGE TANK SYSTEM” and 10851 “GAS UTILITY UPGRADES” at Roosevelt High School, at a cost not to exceed $37,500.00, and a term of 365 calendar days.
