Rationale: This is to award a mechanical construction contract as referenced above as per the attached emergency declaration issued by the Superintendent on December 10, 2018. Bids are not required under an emergency declaration.

Mengler Mechanical, Inc. was selected by the School Facilities Management Department (SFM) because of their more than satisfactory history with the District. Services provided under this include prompt repairs to leaking steam pipes, replacement of failed steam heating equipment, and restoration of interior finishes damaged by many steam leaks steam. They are also engaged in exploratory excavations through and below the basement floors which have settled presumably from the leaking piping system.

The steam distribution and condensate return piping in Gorton is original to the building, most of it buried below the floors or in the parking lots and in an advanced state of deterioration. As leaks were repaired the internal pipe pressures increases which produces more, new leaks in other parts of the system.

The emergency declaration originally estimated the total project cost to be in the amount of $350,000. However, the cost of this project overall is roughly $400,000 including engineering, the additional new leak repairs and asbestos considerations.

Resolution: Ladies and Gentlemen;

WHEREAS: An Emergency Declaration was issued on December 10, 2018 for the “Emergency Steam Leak Repairs” at the Gorton High School and

WHEREAS: Under this emergency declaration the District solicited general construction work for the prompt repairs to leaking steam pipes, steam heating equipment, and related interior finishes, and

WHEREAS: Mengler Mechanical, Inc. indicated that they were capable and ready to make such improvements in the shortest time frame, certifying that they would work around the school’s operations and schedule, and

WHEREAS: the District has a substantial successful history with Mengler Mechanical, Inc., and

WHEREAS: Mengler Mechanical, Inc. has indicated that the maximum cost to the District of the work that they are directed to perform is not to exceed $328,774.17,

NOW THEREFORE BE IT RESOLVED: that the Superintendent of Schools is hereby authorized to award the above contract to Mengler Mechanical MENGLER MECHANICAL, INC., 1689 Route 22, Brewster, NY 10509 in the amount of $328,774.17 for a term of 183 calendar days.
