Rationale:
|
Via Resolution 17.5 at their stated meeting on January 20, 2016 the Board of Trustees awarded a requirements contract to Fuller & D’ Angelo Architects and Planners for an amount not to exceed $1 million. This resolution is to assign the following specific capital work under that contract.
RFP 420-19-14 for the subject project was issued on May 8, 2019 to the 5 firms who were awarded requirements contracts via Resolution 17.5 at the January 20, 2016 meeting. Responses were received from 2 firms on May 23, 2019. As result of the examination of the responses, it was determined that F&D would be the best firm suited for this project although their proposal was not the lowest. Under GML 104b such services are not required to go to the lowest price but to the best qualified for the task.
This project cost is estimated and being authorized for $13,100,000.00. Only the design fee is being funded at this time. The balance of $12,224,580.00 will be funded at a later date using future bond sales.
The scope of construction work anticipated will include but not be limited to new windows, window wall casework and shades, high tech security system, rebuilt toilet rooms, air-conditioning, parking lot expansion, select sidewalk, curbs & storm drain improvements, VAT flooring abatement and requisite hazardous materials amelioration.
The services that F&D will provide include but are not limited to; Review existing drawings and survey the school infrastructure and to confirm existing conditions. Confirm the scope of work and develop a project budget. Prepare construction documents and specifications for procurement of a building permit from the NY State Education Department, issuance of construction documents for public bid and provide the District with construction administration services. Construction is planned to start in the 2021 construction season.

WHEREAS: under Resolution 17.5 at the stated meeting on January 20, 2016, the Board of Education authorized the award of a requirements based, professional Architectural/Engineering services contract to Fuller and D’Angelo Architects and Planners in response to District RFQ313 “Architectural & Engineering Services for the School Facilities Management Department” for an amount not to exceed $1 million, and
WHEREAS: work as defined under that contract is required for capital project CIP10876 “Replace Windows, Masonry, Select Interior Finishes and Site Work” at Family School 32, and
WHEREAS: the response by F&D to RFP420-19-14 issued by the Facilities Department to was deemed most advantageous to the District at a cost not to exceed $875,420.00.
NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to appoint Fuller and D’Angelo, P.C. Architects and Planners, 45 Knollwood Road, Elmsford, New York 10523 to the task of providing professional Architectural/Engineering services for capital project CIP 10876 “Replace Windows, Masonry, Select Interior Finishes and Site Work” at Family School 32 RFP 420-19-14 under Requirements Contract 617108 in the amount of $875,420.00 for 1095 calendar days.
