Rationale:
|
This is to award the work as garnered by the issuance of public RFP 368 for a licensed professional engineering firm to develop a proposed scope, budget, schedule, and cost benefit analysis for the conversion of 28 of the 40 schools in the District from fuel oil to Con Ed supplied natural gas. They will be required to provide a concisely written course of action it recommends that District take to implement the most cost effective means for heating these buildings with natural gas, fuel oil or a combination thereof and or other means.
There were 4 firms responding. Though the second lowest proposer, the Department recommends that BGA be selected for this work. The lowest apparent proposer was Fellenzer Engineering at $38,200.00 whose proposal and their unfamiliarity with the District was deemed to be unrealistic.
This project is currently being authorized under a separate Resolution at this Board of Education meeting of March 21, 2018 for the amount of $350,000 to fund this study and associated plumbing field work as required by Con Ed.

Ladies and Gentlemen:
WHEREAS: the Board of Education issued a request for proposals RFP-368 FUEL OIL TO NATURAL GAS CONVERSION STUDY & REPORT in December 2017 and opened submissions on January 19, 2018, and
WHEREAS: all due diligence was undertaken in determining that the second lowest priced proposer, Barile Gallagher & Associates was the most suited for this work with not to esceed $106,000.00
NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to execute a contract for RFP-368 FUEL OIL TO NATURAL GAS CONVERSION STUDY & REPORT to Barile Gallagher & Associates (BGA) 39 Marble Avenue Pleasantville, NY 10509 in the amount of $106,000.00 for a term of 365 calendar days.
