Rationale:
|
This is to provide third party professional environmental engineering services for the planning and execution of the remediation stage of the “Lead in Water’ abatement program. This includes the replacement or removal of deficient drinking water outlets as identified by the sampling and testing stage of the program in compliance with the “Lead Testing in School Drinking Water” legislation 10-NYCRR Subpart 67-4. E&R was assigned by the District via Resolution 15.3 at the stated meeting on March 15, 2017 to conduct the sampling and testing stage of the program for a cost of $20,000.00. This was completed in the spring of 2017. This is a new assignment for E&R under their $ 1 million umbrella requirements Contract 619182 awarded by the Board via Res. 17.6 on January 20, 2016. E&R’s tasks will include but are not limited to creating a documented and reproducible program to remove and/or replace approximately 500 water outlets found to be “actionable” under the sampling and testing stage of the program. The newly installed outlets will be sampled and tested. E&R will be directing Joseph Lombardo Plumbing and Heating, a licensed plumber hired by the District via Res. 17.10 dated November 15, 2017.

Ladies and Gentlemen: WHEREAS: under Resolution 17.6 at the stated meeting on January 20, 2016, the Board of Education authorized the award of a requirements based, professional Environmental Consulting Services contract to Eisenbach & Ruhnke Engineering, P.C. in response to District RFQ317 “Environmental Consulting Services for the School Facilities Management Department” for an amount not to exceed $1 million, and WHEREAS: work as defined under that contract is required for Lead in Drinking Water Remediation program, 10-NYCRR Subpart 67-4, and WHEREAS: the response by Eisenbach & Ruhnke Engineering, P.C. to request for proposals issued by the Facilities Department was deemed most advantageous to the District at a cost not to exceed $50,000.00, NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to appoint Eisenbach & Ruhnke Engineering, P.C., 291 Genesee Street, Utica NY, 13501 to the task of providing environmental engineering services for the district wide Lead in Drinking Water Remediation program, in compliance with 10-NYCRR Subpart 67-4, in an amount of $50,000 for a term of 365 calendar days.
