Rationale: The current existing 3” gas service is not adequate to support the existing boiler loads. This is to enter into a contract with Con Ed to furnish and install 80 linear feet of 2” high pressure gas main to supply the Enrico Fermi School with gas of which will be based on their “Interruptible” rate plan. The cost of this work is contract to be no more than $40,778.20.
By analysis the cost of installing the upgraded infrastructure to run on gas will pay for itself in 1.6 years. Cost savings over 10 years are calculated to be roughly $295,000.00. This work is eligible for State building aid.

This project was originally authorized in April 17, 2013 via Resolution 18.1 for $300,000 for design work only, with targeted overall project cost of roughly $3.6 million pending discovery and design. The total cost of the project is now $3.5 million.
The Architectural/Engineering (A/E) work was designed by the Eisenbach & Ruhnke Engineering P.C. (E&R).

Scope of Work for Project No. 10459 “Upgrades to HVAC, Electrical and Select Interior Improvements” at ENRICO FERMI SCHOOL is to include but is not limited to: the replacement of the boiler plant (gas conversion) including new gas boilers and domestic hot water, roof exhaust fans, P/A, select toilet room upgrades, carbon monoxide detectors, sound attenuating in the gymnasium, electrical distribution upgrades, added surveillance cameras and requisite asbestos abatement.

Con Ed is the "sole source" for this work on their gas facilities. In addition, the payment to Con Ed for this work by the low bidder was discussed and rejected to avoid paying a mark-up on this work which must be done by Con Edison.

Resolution: Ladies and Gentlemen:

WHEREAS: The use of natural gas has coast of environmental advantages over the use of No. 2 fuel oil,

WHEREAS: where economically viable, the District desire to decrease its use of fuel oil in favor of natural gas , and

WHEREAS: this is option is available to the District as part of Capital Improvement Project No. 10458 “Upgrades to HVAC, Electrical and Select Interior Improvements” at ENRICO FERMI SCHOOL, and

WHEREAS: Consolidated Edison of New York has proposed upgrading the transmission of gas to the Dodson School adequate for running its dual fuel boilers for heating purposes for an amount not to exceed $40,788.20, and

WHEREAS: this work shall be done as part of Project No. 10459 and therefore be eligible for State Building Aid,

NOW THEREFORE BE IT RESOLVED: that Consolidated Edison of New York be contracted to undertake - GAS LINE INSTALLATION for Project No. 10459 Upgrades to HVAC, Electrical and Select Interior Improvements” at ENRICO FERMI SCHOOL in an amount not to exceed $40,778.20.

AND BE IT FURTHER RESOLVED: That the Yonkers Board of Education authorizes the Superintendent of Schools to execute this contract with this vendor.
