Rationale: On November 4, 2014, New York State voters approved a statewide referendum, the Smart Schools Bond Act (SSBA) as part of the general election. This approval authorized the issuance of $2 billion of bonds intended to finance the improvement of educational technology and classroom spaces throughout the State. The SSBA, allocation for the Yonkers Public Schools is $23,965,851 to be used in support of the following eligible categories: Educational Technology Equipment, High Speed Broadband, Wireless Internet Connectivity, Construct, enhance and modernize facilities for pre-K programs & replace classroom trailers and.

The District assembled a SSBA Committee, which includes representatives from all stakeholder groups as outlined in the SSBA Guidance. The committee has been charged with the development and implementation of the Smart Schools Investment Plan (SSIP). Additionally, we have met with representatives from our non-public school community to ensure that their interests with regard to the SSBA funds are addressed and met.

The Committee is hereby presenting its plan to install “High-tech Security Features” in 21 schools to the Board.

The estimated cost of the entire project is currently $14 million. The portion eligible for SSBA reimbursement is approximately $6.7 million. The remaining $5.4 million, would be eligible for conventional SED building aid at 74.01%. The overall local share will be roughly $1,900,000.00.

Upon approval by the Board, this plan will be posted on the District website for 30 days in order to inform the public and garner their input.
Funding: FY2022 CAPITAL PLAN FUNDING CODES TO BE DETERMINED.
Resolution: Ladies and Gentlemen;

WHEREAS the Yonkers Public Schools’ Smart School Bond Act Committee, comprised of individuals from stakeholder groups as required by the SSBA Guidance, has developed a Preliminary Smart Schools Investment plan for the initial phase of the funds allocated to the District as part of the Smart Schools Bond Act, and,

WHEREAS the Preliminary Smart Schools Investment Plan (SSIP) for which the District is seeking approval, focuses solely on efforts to install and commission “High Tech Security Features” in twenty one (21) District schools.


WHEREAS if approved, this plan will be posted on the District’s website giving the community the opportunity to review and provide feedback, comments and questions related to the plan. At the conclusion of the required timeline for public input, the District will move forward with the submission of the Smart Schools Investment Plan application the New York State for approval.

NOW THEREFORE BE IT RESOLVED: That the Yonkers Board of Education authorizes the approval of this Preliminary Smart School Investment Plan for “High Tech Security Features” in twenty-one (21) schools and authorizes the Superintendent of Schools to post the plan on the District’s website for community review and comment.
