Rationale: Via Resolution 17.5 at their stated meeting on January 20, 2016 the Board of Trustees awarded a requirements contract to KG&D Architects, P.C. (KG&D) and four other shortlisted firms for an amount not to exceed $1 million per firm. This was amended by Resolution 22.21 at their stated meeting on June 20, 2017 to raise the fee limit by $500,000 and extend the term by an addition 2 years. This was amended again via Resolution 18.8 at the stated meeting of February 27, 2019 increasing the contract by $1.0 million, from $1.5 million to $2.5 million and extending the contract for an additional 12 months.

This resolution is to assign the task of providing professional architectural/engineering designs and documents required for SED permitting, bidding and construction administration services. Group “A” includes School 14, School 23, School 28, Yonkers Montessori Academy and Riverside High School. Total project cost is anticipated to be roughly $6.9 million.

Work will include but not be limited to restoration of façade masonry & flashing, roofing and requisite asbestos abatement. By bundling multiple schools of the same scope of work into one project it is expected YPS will reduce costs from efficiencies gained in the design, bid and build phases versus stand-alone projects.

KG&D is one of five firms under a standing requirements contract with the District that were awarded as a result of the issuance of RFQ313 in 2017. Of the five, they are the best suited to effectively meet the NYSED Facilities Planning Group requirements for the design, permitting, bidding and construction administration of the project.

Resolution: Ladies and Gentlemen:

WHEREAS: under Resolution 17.5 at the stated meeting on January 20, 2016, the Board of Education authorized the award of Contract 617160, a requirements based, professional Architectural/Engineering services contract to KG&D Architects, P.C. in response to District RFQ 313 “Architectural & Engineering Services for the School Facilities Management Department” for an amount not to exceed $1 million, and

WHEREAS: under Resolution 22.21 at their stated meeting on June 20, 2017, Contract 617160 was amended to raise the fee limit by $500,000 and extend the term by an addition 2 years, and

WHEREAS: under Resolution 18.8 at their stated meeting on February 27, 2019, Contract 617160 was amended to raise the fee limit by $1,000,000 and extend the term by an addition 1 year, and

WHEREAS: architectural and/or engineering services as specified under Contract 617160 are required for the Multiple Schools Building Envelope Restoration for the Group A Schools” listed under RFP-420-01, and

WHEREAS: KG&D is uniquely qualified among the responders to RFQ 313 for this type of development and has submitted an acceptable proposal to complete the above work for a fee not to exceed $424,750.00 for a term of 730 calendar days.

NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to assign KG&D Architects, 285 Main Street, Mt. Kisco, New York 10549, Vendor Code 98600085 to the task of providing professional Architectural/Engineering for the Multiple Schools Building Envelope Restoration for the Group A Schools” listed under RFP-420-01 for an amount not to exceed $424,750.00 and for a term of 730 calendar days.
