Rationale:
|
This resolution is to grant the administration the authority to enter into the subject contract as per the attached emergency declaration issued by the Superintendent on April 16, 2018.
While bids are not required under an emergency declaration, however this bid was publicly advertised June 11, 2018. Bids were opened in public and read aloud on June 29, 2018. Five bids were received. Bids were examined and all due diligence was observed in determining that Luzon Oil Company is the lowest responsive and responsible bidder with recent successful completion of a District capital project. The next low bid was $315,858.00, the highest was $486,500.00.
The work was designed by Sammel Architecture PLLC who provided a letter of recommendation to award.
The project scope of work includes but is not limited to removal and replacement of existing 30,000-gallon, 51-year old, deteriorated underground oil storage tank with a new 10,000-gallon tank, connecting piping, fuel pump set and site restoration.
Construction is anticipated to commence on or about August 15, 2018 with work continuing through October. During the school year all work will be done after school hours.

Ladies and Gentlemen:
WHEREAS: the underground fuel oil storage tank at Roosevelt High School (Old Wing) failed to pass the annual pressure tests mandated by Westchester County Dept. of Health, and
WHEREAS: it is required that tanks failing such tests be removed (and replaced) within 6 months of the failure, and
WHEREAS: such time constraints preclude the use of standard design, bid, build required under GML103, and
WHEREAS and emergency declaration was issued by the Superintendent of schools on or about April 16, 2018, and
WHEREAS: in compliance with General Municipal Law IFB6304 was publicly advertised on June 11, 2018 and opened on June 29, 2018, for CIP10833 ” Underground Fuel Oil Storage Tank Replacement And Related Work” at Roosevelt High School, and
WHEREAS: such bids were duly examined and as a result of this examination of the bids submitted, the administration has determined that Luzon Oil Company, Inc., is the lowest responsive bidder with a bid in the amount of $225,638.00, and
NOW THEREFORE BE IT RESOLVED: that Bid No. 6304, CIP10833 Underground Fuel Oil Storage Tank Replacement And Related Work” at Roosevelt High School be awarded to Luzon Oil Company, Inc., 1246 Glen Wild Road, Woodridge NJ, 12789 in the amount of $225,638.00 and a term of 365 calendar days.
