20.9 AWARD of CAPITAL Fund Construction Contract 5 of 5 for Bid 6326 ELECTRICAL Work, CIP10813 “Restoration of Windows, Doors, Interiors, Security, Site and Asbestos Abatement” at School 5 to Fran Corp (d/b/a All Bright Electric) for the amount of $705,000.00 for a term of 365 calendar days.

Rationale:
|
This resolution is to grant the administration the authority to enter into contract as described above. In compliance with General Municipal Law 103, bids were let and opened in public March 13, 2019. Bids were examined and all due diligence observed in determining the lowest responsive and responsible bidder.
A total of 3 bids were received with the highest bid at $654,047 and average bid of $719,733. The work was designed by Greenman-Pedersen, Inc. who estimated Contract 4 work be $820,415.
After interviewing the apparent low bidder and confirming that they understood the scope of work, bids were found to be correct and the bidder to have performed acceptably on other YPS projects, the Engineer, Construction Manager and Schools Facilities Management are recommending award of the subject contract.
CONTRACT 5 of 5, ELECTRICAL includes the new PA system; new energy efficient LED lighting in the cafeteria, gymnasium, select toilet rooms & exterior lighting, new Hi-Tech security system and related electrical power wiring work for the replacement of HVAC equipment.
Overall, CIP10813 includes but is not be limited to: new window & shades, select exterior door replacement, new PA system, cafeteria and select toilet room renovation, new high tech security system; exterior building lighting improvements; site improvements, gym HVAC & lighting and requisite asbestos abatement. The overall cost of this project is roughly $5 million.
The original bid included alternates for further renovation of the gymnasium including drainage, flooring, lighting, paint, wall padding and gym equipment. These alternates were rejected because they are beyond the reach of current budgeting.

WHEREAS: such bids were duly examined and as a result of this examination of the bids submitted, the administration has determined that Fran Corp (d/b/a All Bright Electric), is the lowest responsive and responsible bidder with a bid of $705,000.00 which includes bid Alternate 1.
NOW THEREFORE BE IT RESOLVED: that Bid No. 6326 ELECTRICAL, Contract 5 of 5, for Project No. 10813 “Restoration of Windows, Doors, Interiors, Security, Site and Asbestos Abatement” at School 5 Project to Fran Corp (d/b/a All Bright Electric), 100 Snake Hill Road, West Nyack, NY 10994 in an amount not to exceed $705,000.00 for a term of 365 calendar days.
