Rationale:
|
In compliance with General Municipal Law 103, this contract was publicly advertised in August 2017. Bids were opened and read aloud in public on September 9, 2017. Only one bid was received which was from EMF who has won all bids for this work since 2011.
This to grant the Superintendent of Schools the authority to enter into the subject contract with EMF for the servicing and repair of the District’s varied HVAC controls systems and air-compressors.
The amount being recommended for award is $52,460.00 higher than last bid in 2014. This is due to escalation and an increase in the scope of work being required by the contract. EMF has a good record with the District and although the sole bidder, Facilities recommends that they be awarded this contract because of their past performance and high level of cooperation with the District, the price bid is actually slightly less in line with that anticipated ($525,000), a rebid has costs in time & money and there is no guarantee that rebidding will produce a better result.

Ladies and Gentlemen;
WHEREAS: bids were duly advertised, solicited and opened in public on September 9, 2014 in compliance with General Municipal Law for the contract entitled the Bid No. RFB-6190 for the Yonkers Public Schools, and
WHEREAS: In compliance with NYS general Municipal Law 103, bids were duly solicited, opened and read aloud in public on May 5, 2017 for RFB 6190 “MAINTENANCE and REPAIR of HVAC CONTROLS”, and
WHEREAS: as a result of an examination of the bids submitted, the administration determined that Energy Management of Facilities, Inc., (dba EMF), 5 Cross Street, Hawthorne, New York 10532 was the lowest responsive and responsible bidder with a base bid of $539,500.00
NOW THEREFORE BE IT RESOLVED: That the award for RFB 6190 “MAINTENANCE and REPAIR of HVAC CONTROLS”, be awarded to Energy Management of Facilities, Inc., (dba EMF), 5 Cross Street, Hawthorne, New York 10532 was the lowest responsive and responsible bidder with a bid of $539,500.00 for a term of 365 calendar days, renewable for up to two additional years..
