Rationale: Via Resolution 17.6 at their stated meeting on March 16, 2016 the Board of Trustees awarded requirements contract to LiRo Engineers, Inc. for an amount now totaling and not to exceed $1.0 million. The was amended once via Res 20.21 on April 14, 2019 to extend the terms by 24 months with no change to the funding.

This resolution assigns the subject task of in response to RFP 420-19-18 to LiRo Engineers, Inc. under the standing requirements contract 618430 via a new purchase order.

RFP 420-19-18 was issued on August 28, 2019 to two A/E Environmental firms with good design experience currently under requirements contracts with the District. Responses were opened on September 16.

Liro is being recommended for this task because of their size, experience, familiarity with the building and 3D modelling. E&R is also very suitable to the task but has just been awarded two other sizable projects.

Liro is slightly lower priced at $42,500 plus $50,000 for District authorized reimbursable expenses such as inspection equipment, sampling and testing. E&R submitted a fee of $45,000 plus the $50,000 for reimbursable expenses.

The task is to provide Architectural/Engineering/Environmental services for the review/inspection and design of HVAC upgrades at the Saunders High School up to the sketch plan level of detail.

Resolution: Ladies and Gentlemen:

WHEREAS: under Resolution 17.6 at the stated meeting on March 16, 2016, the Board of Education authorized the award of requirements based, Environmental Consulting Services Contract No. 618430 contract to LiRo Engineers, Inc. in response to District RFQ317 “Environmental Consulting Services for the School Facilities Management Department” for an amount not to exceed $1 million, and

WHEREAS: work as defined under that contract is the task is to provide Architectural/Engineering services for the review/inspection and design of HVAC Upgrades at the Saunders High School for the capital project 10881 “Saunders High School HVAC Upgrades” RFP # 420-19-18 issued August 28, 2019; and

WHEREAS: the response by LiRo Engineers, Inc. to a request for a proposal issued by the Facilities Department to be deemed most advantageous to the District at a cost in the amount of $92,950.00.

NOW THEREFORE BE IT RESOLVED: That the Superintendent of Schools is hereby authorized to assign LiRo Engineers, Inc., Three Aeriel Way, Syosset, NY 11791 to the task of providing professional Architectural/Environmental Consulting Services for CIP 10881 “Saunders High School HVAC Upgrades” under contract 618430 in an amount not to exceed $92,950.00. Term is for 365calendar days.
